What is digital accessibility?

Digital accessibility is a set of rules and best practices that cover functional, graphic, technical, and editorial aspects.

Following these rules and best practices helps ensure that digital media (websites, mobile applications, PDF documents, etc.) are to people with disabilities.

An accessible website, for example, allows users to:

  • Customize its display through the operating system and/or the browser (increase or decrease font size, change fonts, modify colors, stop animations, etc.).
  • Navigate using assistive technologies such as a screen reader or a braille display.
  • Navigate without using a mouse, using only the keyboard, switches, or a touchscreen.
  • Access videos and audio content with subtitles and/or transcripts.
  • Etc.

Digital accessibility commitments

France Médias Monde is committed to making its websites (internet, intranet, and extranet), mobile applications, business software, and digital street furniture accessible in accordance with Article 47 of Law No. 2005-102 of 11 February 2005 (in French).

To this end, it is implementing the strategy and actions described in the document “Multi-Year Accessibility Plan and Action Plan 2025-2027 (in French).”

To achieve the best possible result, accessibility is considered by all teams (functional and graphic design, development, content contribution, etc.) throughout the creation and maintenance of websites and mobile applications.

Statement of non-compliance with the RGAA

This statement applies to the website "france24.com".

Compliance status

This website is not compliant with the RGAA (Référentiel Général d'Amélioration de l'Accessibilité (in French)) - version 4.1.2 due to the non-compliances listed below.

Test results

The RGAA 4.1.2 compliance audit carried out in August 2025 by Ideance shows that, on the tested sample:

  • The overall compliance rate is 44.1%. This rate is obtained by dividing the number of compliant criteria by the number of applicable criteria.
  • The average compliance rate is 59.6%. This rate is obtained by averaging the compliance rates of each page.

  • 8.6 - Page titles are not relevant.
  • 8.9 - Tags are used for presentation purposes only.
  • 9.1 - Information is not structured using appropriate headings.

  • 10.1 - Style sheets are not used to control presentation.
  • 10.2 - Visible content carrying information is not present when style sheets are disabled.

  • 10.8 - Hidden content is not correctly ignored by assistive technologies.
  • 10.10 - Information is given only by shape, size, or position in an irrelevant way.
  • 10.11 - Content cannot be displayed without horizontal scrolling on a 320px-wide window.
  • 10.12 - Text spacing properties cannot be redefined without loss of content or functionality.
  • 11.1 - Form fields have no labels.
  • 11.10 - Input controls are not used appropriately.
  • 11.11 - Input controls are not accompanied by suggestions to help correct errors.
  • 12.1 - The site does not provide at least two different navigation systems.
  • 12.8 - The tab order is not consistent.
  • 13.10 - Features usable or available through complex gestures are not also available through simple gestures.

Content not subject to accessibility requirements

The Didomi cookie manager has been exempted. It was therefore not subjected to a full and detailed audit.

However, it was verified that its presence does not prevent the use and consultation of the rest of the site.

Video players and the content of advertising iframes have also been exempted.

Additional remarks

Validity of generated source code

The generated source code of the site's pages is not fully valid according to the specified document type.

However, for the reasons explained below, criterion 8.2 of the RGAA corresponding to this point was marked as compliant.

Officially, WCAG criterion 4.1.1 related to this RGAA criterion 8.2 has been removed from WCAG and must be considered as always satisfied with respect to WCAG 2.2 and the EN 301 549 European standard.

In practice, this criterion no longer brings any accessibility benefit to people with disabilities. Any accessibility issues arising from non-valid generated source code are covered by other RGAA criteria.
